The Housing and Redevelopment Authority of Duluth (Duluth HRA) provides homeowners and landlords resources and opportunities to improve their properties through community-based programs. The Duluth HRA has several rehab and repair programs available to help low-income homeowners, and landlords serving low-income tenants maintain their properties and keep them safe and secure.
